	<title>2009 Pioneer Award</title>

	&lt;h3&gt;2009 Pioneer Award Winner is Norm Strohfus&lt;/h3&gt;
&lt;p&gt;The Minnesota Horse Council announces the 2009 Pioneer Horseman Award. &amp;nbsp;The Award is designed to honor those individuals from the past years whose expertise and contributions made long-lasting positive changes in the equine industry. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;The 2009 Recipient is Norm Strohfus of Hastings, MN. Norm grew up on a cattle operation in South Dakota. &amp;nbsp;As the youngest of 5 when it came time to make a career decision, his older siblings had the farm under good management and Norm decided to head to the city and get a college education. &amp;nbsp;As a farm kid, he knew that you started mucking stalls if you wanted to learn about the critters, so he followed his farm training, and after college he began driving route trucks for the Coca-Cola Company learning about customers and their needs. &amp;nbsp;When Norm retired at age 57, he was Vice-President of Operational Development for the Coca-Cola Enterprises. &amp;nbsp;Norm traveled the world facilitating technology transfer and optimizing many operations within Coca-Cola. &amp;nbsp;Obviously, his willingness to start at the bottom and learn the basics paid off well in his career with Coca-Cola. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Norm was involved in showing Quarter Horses for 35 years. He participated in the local show circuit, county fair and in the Quarter Horse show circuit. &amp;nbsp;He bought good horses, showed them and generally sold them locally. &amp;nbsp;Many of his neighbors went on to win on Norm&amp;rsquo;s good horses.&lt;/p&gt;
&lt;p&gt;One of Norm&amp;rsquo;s last horses was purchased by a young lady from Oklahoma. &amp;nbsp;She went on to win big time in the Palomino Show Circuit. &amp;nbsp;A few months before his death, Norm attended the World Palomino Show in Oklahoma City. &amp;nbsp;He hauled his pleasure horse down even though he was too sick to show, but he received great pleasure in watching the young lady show his former champion and another good friend showed his current champion. &amp;nbsp;He loved good horses. &amp;nbsp;He loved good people but it took real effort to work side by side with Norm. He had a work ethic that was second to none.&lt;/p&gt;
&lt;p&gt;He is so well remembered in the Trail Riders Saddle Club, that at their show this past July 4th, they held a Norm Strohfus Tribute Class &amp;ndash; judged as a Pleasure horse and Western Horsemanship class. &amp;nbsp;There were not just 17 entries but 17 Yellow Palomino entries! &amp;nbsp;Norm loved his Palomino horses. The Trail Riders Saddle Club raised over $3600 this summer for the Kidney Cancer Association in honor of Norm Strohfus.&lt;/p&gt;
&lt;p&gt;There are few people in the American Quarter Horse and American Saddlebred world that weren't acquainted with Norm Strohfus. &amp;nbsp;He was one of the nicest men you could have ever have hoped to know.&lt;/p&gt;
&lt;p&gt;For many of us Norm was a fixture on the rail at the Saddlebred shows cheering on his wife, Mary. &amp;nbsp;He was a familiar face behind the lines of his draft horse team, &amp;lsquo;Dixie&amp;rsquo; &amp;amp; &amp;lsquo;Dolly&amp;rsquo; at the Washington County Fair and other horse events, giving wagon rides and introducing new comers to horses.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Norm could be found at the Washington County Fair each year in early August giving carriage rides to the judges at the beginning of each show for their introduction. &amp;nbsp;He was committed to each exhibitor and barn and made every effort to ensure that everyone had an enjoyable time showing their horses. &amp;nbsp;No request was to small; from surveying ring footing to making sure a garbage can was emptied. &amp;nbsp;His dedication to the MN Horse industry and to people&amp;rsquo;s individual horse experiences were evident in the projects and causes he campaigned.&lt;/p&gt;
&lt;p&gt;Norm left behind a family and many, many friends who cherish the time spent with him. &amp;nbsp;Norm passed away December 2008 after a 3-1/2 year battle with kidney cancer. &amp;nbsp;His wife, Mary Strohfus, still operates Strohfus Stock Farm in Hastings, MN in much the same way Norm would have done it if he were here today.&lt;/p&gt;

	<title>Unwanted Horses in Minnesota</title>

&lt;p&gt;With this new program, founded in 2009, &amp;nbsp;the Minnesota Horse Council assumes a leadership role in the state&amp;rsquo;s response to Unwanted Horses in Minnesota. The Unwanted Horses Committee will perform this function through participation in the legislative process, through education of horse owners and through special projects to reduce the numbers of unwanted horses.&lt;/p&gt;

&lt;li&gt;Legislation&lt;br /&gt;&lt;br /&gt;The MHC has passed a &lt;a href=&quot;../docs/mhc-slaughter-position-2.doc&quot;&gt;position statement&lt;/a&gt; on the slaughter of horses. MHC has supported the definition of horses as livestock (HF 0797 and SF 0755). The MHC has supported state legislation opposing US Congressional legislation to ban slaughter of horses (HF 0840, SF 0133)&lt;/li&gt;

	<title>Common Mistakes on Grant applications</title>

&lt;p&gt;These are some common mistakes the committee sees on Grant applications. While such mistakes won't usually disqualify your application, they do work against you when compared to other applications.&lt;/p&gt;
&lt;p&gt;Not saying how much money you are asking for.&amp;nbsp; We can guess, but it's better if you give a specific amount.&lt;/p&gt;
&lt;p&gt;Lots of background material, but little on this project.&amp;nbsp; For example, pages &amp;amp; pages of info on club history, bylaws, etc., but only 2 sentences describing the $6,000 project you are proposing. We are much more interested in details about the specific project than in club history.&lt;/p&gt;
&lt;p&gt;Asking for permanent improvements to private property.  We can NOT pay for permanent improvements to someone's privately-owned property. We will sometimes stretch this if there is a long-term lease arrangement. We can pay for improvements that are movable if you relocate to another property. For instance, we can pay for a PA system, but not for running underground electric wiring to the ring to power that. We can pay for arena fence panels (which can be moved), but not for the in-ground posts that they are attached to. Basically, we want to know that the project we pay for will be available to horse people for some years to come.&lt;/p&gt;
&lt;p id=&quot;line73&quot;&gt;Only a vague description of people served. Something like &quot;all exhibitors at the county fair&quot;. We want to know (approximate) numbers. How many horse exhibitors are at the county fair? How many riders in this therapeutic riding program? How many volunteers? How many horse shows use this facility each summer, with about how many horses per show? But don't exaggerate your numbers -- we know horse people all over the state who know other horse people, so you'll likely get caught. And anyway, we don't decide just on the biggest numbers; often the need is greatest in the smaller areas. But we do want an idea of how many people will be served by this project.&lt;/p&gt;
&lt;p&gt;Asking for normal operating expenses.&amp;nbsp; Our Grants are for funding new projects, or expansions of existing ones. We might help buy another horse for a disabled riding program, but feed, vet and farrier costs are normal upkeep costs and should be covered in your own budget. We can pay for developing a website, but the annual fee and monthly charges are normal operating expenses you must pay. In the end, we want to see that our Grants have provided new or additional things for Minnesota horse people.&lt;/p&gt;
&lt;p&gt;Projects benefiting only (or mainly) your own members. We want to provide for all Minnesota horse people, so projects that benefit only or mostly your own members are low priority. For example, if it's an improvement to your own club grounds, but they are used mostly for your own club shows, and seldom used for an open horse show or 4-H horse clinics or other public events, then this might get less consideration than a project making improvements at the county fairgrounds.&lt;/p&gt;
&lt;p&gt;Not talking about the rest of the money needed. Our maximum grant is $7,000; many projects take way more than that. If you ask us for $7,000 toward a $20,000 project, give some indication where the remaining $13,000 will come from. If you have plans to raise the money elsewhere, mention them. If you will have to split the project into phases and do only part of it this year, explain that. If you have pledges from local people to contribute once the starting funds are raised, state that (and how much). If you plan to start a local fundraising drive once you get our Grant to start the project, explain that. But don't just leave off any mention of the remaining money needed. We want to invest in projects that will actually get built, not mentioning the rest of the money needed makes us nervous.&lt;/p&gt;
&lt;p&gt;Asking again too soon.  Once an organization gets a Grant, we won't give them one again until 3 years later. That means if you applied in Oct, 2006 for a grant, and received one, you can't apply again until Oct, 2009. If you apply earlier than that, we won't even consider your application.&lt;/p&gt;
&lt;p id=&quot;line78&quot;&gt;Finally, don't count too much on our money.  Each year, we get several dozen grant applications, asking for a 3-4 times as much money as the total we have to give. We have to choose between all these proposals. So each year we have to leave out several worthwhile projects, or give projects only part of the money they asked for, or only match the amount of money they can raise locally. So think about that, and make some plans for this situation. What would you do if we can only fund part of the project? -- can you do that part alone, or can you raise the rest of the money needed for the whole project? Or what if we could match up to half the money needed, provided you raised the other half -- could your club do that?&lt;/p&gt;

&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(3) natural hazards such as surface or subsurface conditions; or &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(4) collisions with other livestock or objects. &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(c) &quot;Livestock&quot; means cattle, sheep, swine, horses, ponies, donkeys, mules, hinnies, goats, buffalo, llamas, or poultry. &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(d) &quot;Livestock activity&quot; means an activity involving the maintenance or use of livestock, regardless of whether the activity is open to the general public, provided the activity is not performed for profit. &lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(1) livestock production; &lt;/span&gt;&lt;/p&gt;

&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(3) livestock shows, fairs, competitions, performances, races, rodeos, or parades; &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(4) livestock training or teaching activities; &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(5) boarding, shoeing, or grooming livestock; or &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(6) riding or inspecting livestock or livestock equipment. &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(e) &quot;Livestock activity sponsor&quot; means a person who sponsors, organizes, or provides the facilities for a livestock activity that is open to the general public. &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(f) &quot;Participant&quot; means a person who directly and intentionally engages in a livestock activity. Participant does not include a spectator who is in an authorized area. &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;Subd. 2. Immunity from liability. Except as provided in subdivision 3, a nonprofit corporation, association, or organization, or a person or other entity donating services, livestock, facilities, or equipment for the use of a nonprofit corporation, association, or organization, is not liable for the death of or an injury to a participant resulting from the inherent risks of livestock activities. &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;Subd. 3. Exceptions. Subdivision 2 does not apply if any of the following exist: &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(1) the person provided livestock for the participant and failed to make reasonable efforts to determine the ability of the participant to safely engage in the livestock activity or to determine the ability of the participant to safely manage the particular livestock based on the participant's representations of the participant's ability; &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(2) the person provided equipment or tack for the livestock and knew or should have known that it was faulty to the extent that it caused the injury or death; &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(3) the person owns or leases the land upon which a participant was injured or died because of a human-made dangerous latent condition and failed to use reasonable care to protect the participant; &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(4) the person is a livestock activity sponsor and fails to comply with the notice requirement of subdivision 4;or &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;(5) the act or omission of the person was willful or negligent. &lt;/span&gt;&lt;/p&gt;
&lt;p class=&quot;MsoNormal&quot;&gt;&lt;span&gt;Subd. 4. Posting notice. A livestock activity sponsor shall post plainly visible signs at one or more prominent locations in the premises where the livestock activity takes place that include a warning of the inherent risks of livestock activity and the limitation of liability under this section.&lt;/span&gt;&lt;/p&gt;
